Can't get city living pack to work

I recently downloaded the sims city living and I am unable to access any of the places in the city.  None of the buildings have titles, they just display a blank white bar when I hover over them. Whe...

    did you just install City Living or had this since you installed it ?

    If not, are you using any mods/cc ?
