cant move screen

when i try to toggle the screen in live mode/build mode it wont move. i am stuck in camera mode where my camera follows my sim around so the only interactions i can make are ones my sim is in view of. i have tried repairing the game and uninstalling the game to fix the problem but neither have worked. please fix bug
