Can't rebuy refunded packs

Hi I bought Business and hobbies, Enchanted by nature pack, horse ranch, get to work, and adventure awaits. And was refuned for some reason when I never requested a refund. And now I cant rebuy the packs bc they are telling me to download them please help me out. Me and my sister really want these packs.
