Can't throw a birthday party

Steps: How can we find the bug ourselves? Try to throw a birthday part
What happens when the bug occurs? I get a message saying it's the infants birthday, and then it says there is no one in the house that is having a birthday and it won't let me throw a birthday party
What do you expect to see? I expect to be able to throw a birthday party. My infant sim is ready to age up and I can't throw a party.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I can't throw a birthday party for my infant sim. It keeps telling me that there is now one in the household with a birthday.
