Cant Water Garden!!

I do not use CC or Mods  I am updated !! I have cleared cash and I have repaired my game ... I also tried deleating the sims4 folder and launching creating a new Sim4 folder but now I can not water my garden!! He just stand over it and will not water even until the plant dies!!  I just bought the new creator kits bathroom and sweet alure
