CAS Story Mode Problem?

I'm not sure if this is a problem or not.  I think that it is though.   When going into CAS to create a new family, shouldn't the game send you to the beginning of the new story mode feature?   Or at the very least let you choose story mode for the randomized Sim that it pops up for you? 

When I go into CAS it gives me a random Sim and I don't see any way to get into the story mode without adding a new Sim to the household.   If I add a new Sim to the household, it does give me the option to use story mode, however, I then have two Sims in my household.    

Yes, there is a way to get around this by deleting the first random Sim AFTER I have created the other Sim via story mode, but I feel like I shouldn't have to do that and that this is not how it was intended to work.  

Maybe I'm missing something?    Is there some other way to start story mode in CAS?  

I do not have any mods or cc in my game.  I also tried repairing the game via Origins and still same problem.
