@keiraskyler Most litter boxes in the game are portable-- I suppose for when your Sims go on vacation and want to take their cat with them. When they are clean, the only option you normally see when you click on it is "Put in Inventory". As far as I can remember, this is how it's always looked in my game. If it's dirty and requires cleaning, then you'll see more options.
If your cat is not able to use the litter box: Make sure that wherever you place it, the side with the green arrow (when viewed in Build Mode) is not blocked or facing a wall.
Occasionally, Sim cats can be stubborn about finding the litter box even when it's not blocked, especially if it's upstairs. If this happens, try picking your cat up and placing them on the floor near the litter box. They'll usually find it just fine without having to show them, so you shouldn't have to do this very often.

I will note that for me, 90% of the time if the litter box is not on the main floor of the house I’ll have to have my Sim carry the cat up or downstairs to show them the litter box about once every day or two. I think it’s a function of the detection range… if they’re not likely to wander by it on accident at some point, they don’t know it’s there.
