Are you past the level where you choose chef versus mixologist?
Though you cannot change the track you can quit the career then rejoin.

Pro Tip: You can complete both the Master Chef and Master Mixologist aspirations by choosing the Mixology career track.

I tried to quit and then I restarted a new job, but when i went back to the Culinary, it started me past the choice point.  I have been playing this game from the very beginning and i'm trying to play one Sim and go through everything.  A little disappointing if you can't do that....

There are options that might work depending on what you are willing to try.
Discover University - Send your Sim to take skill classes several times. This will earn a "Mixology Certificate".
With that you can go directly into that branch of the culinary career.
The cheat careers.demote Adult_Culinary would allow you to demote your Sim then get the promotion to choose a branch.
There are also cheats that can allow you to enter directly into higher levels of careers.

I'm having this issue as well.

There has to be a way to fix this without having to buy something or use cheats (I dont want to disable achievements)

It's a bit dumb that it's possible to make an aspiration completely impossible to complete.
