Constantly crying babies?

I truly don't know if this is a bug or extraordinarily bad luck, but my newborns will not stop crying. My parent sims literally cannot sleep because. Every. Single. Hour. The newborn starts crying. I have max parenting skill, so I have them fulfill all of their needs in one go, and it should keep my newborns quiet for at least a few, but now it doesn't do that. 

I've taken out mods, repaired the game, and tried different households and saves. Same thing, always. I never minded keeping them newborns for a day so I didn't have to immediately leap into infanthood, but now I do, which really sucks.
