With the picnic basket in your inventory, click on the picnic table and have your sims "set up picnic" they'll place the basket and the food all on the table. This works on any lot as far as I know. Although, the picnic basket is still pretty redundant and it seems more like "packed lunches" that came with Outdoor Retreat.
