*DEBUG* items not working

 I have tried everything to troubleshoot my recent issue of only about 25 or so of the *DEBUG items showing up. I have never had this problem before. I have used them all many times and have tried every cheat over and over and reset my game as well, I play with ZERO mods and ZERO CC. I have correctly used the BB.showliveeditobjects and BB.showhiddenobjects with still only the same few items appearing. I have backed up externally and re-set my entire game to check if the issue persisted as a brand new game and the problem IS STILL HAPPENING! So now I am back to square one, With all my saves and content but still with no fully equipped debug items. Has anyone ever had this happen?? HELP ME PLEASE.
