Detective career no civilians coming in and reporting to the station

so my sims has been participating in the detective career for long. What i notice is that there were tasks given out, in which we have to talk to a civilian who came in to the station to file their reports at the front desk. However, throughout my career journey, i never saw any civilian who came to the police reception and file their reports in.

However, i did see some walk-by civilian outside from the station standing. But they didnt come inside the police station. Is this is a glitch? Also i saw some npc walking by passing the station as well but it never came in.
