I have some mind dump Ideas for theoretical expansion packs (Something like Island Paradise but for TS4) and I want to just put them out there to see what people think. Are there any good forums/sites that I could post them in? (Other than forums.thesims.com because I have to be a member to post and the only way to become a member is to post so yeah no.)

The officials (forums.thesims.com) is the best place to do so. You indeed need to post a few replies before you can start your own posts.

You will probably get a response here, there are some people who like discussing these things, but there are more of them at the sims forums. As a new member you can answer any of them, just not make a new one. There are several about Island Paradise-like packs that you can add to. 🙂
