Does duplicating file make it “new”?

Good morning! With the frequent updates that the sims team is rolling out referencing updates that only apply to new save files, I was wondering from a technical standpoint: does duplicating an old save file make it “new” because it’s newly generated? Or do you need to start a brand new save file altogether to see these new effects?
