@caitobr7 When you create a Sim &/or a Sim household the game should save a copy into your library, where it should remain unless you delete it from there. You can place Sims directly from your library into your game-save.
If you're finding this Sim household in Manage Households my assumption would normally be that you placed them a into another world in your game and perhaps didn't realize it (or maybe just the one sim). I had never heard of the game generating a Sim from one you had in your library - using it as a template as in the post that @suzushka references and that @crinrict had commented on in that previous post.
