[DU] Only one sim can apply for scholarships

Unmodded game. My household has one young adult (just aged up) who applied to university and scholarships with no issue. His brother graduated early from high school and can apply to university but cannot apply for scholarships. The option is there, but when selected the sim doesn't carry it out. I have tried resetting him but that hasn't solved it. 

I waited until the young adult sim was accepted and heard back re scholarships, he's now enrolled and started. The teenager still cannot apply for scholarships with mailbox or computer and have the command run.
