[ECO] 'Gather Signatures' interaction is not showing up

This should be located in the "Friendly" menu under "interests". Also you have the option to repeal a plan starting on Friday and ending Monday at 6pm. This only works on my sims home lot as well. I usually will plan a party and ask all the party guest to "sign".
