Empty Library with no Sims.
Neither the Librarian nor the Sims appear in the Library.

Do you have other Sims there ? Do you use mods/cc ? Do you overstuff your household with > 8 Sims ?
Only my Sim goes to the library. I use custom content, but I tested it without it and got the same result. My family has a maximum of 3 Sims.
Does it matter which library ? Can you also check a new save for testing ?
