Enable/disable action plan?

So how does this work? I'm trying not to have any neighborhood action plan enabled, I turned off NPC voting and Eco footprint off as well but I'm still seeing the weekly voting popping up!?

    @Takata5 , even if you disable voting the game for some reason still acts like voting is happening, but no actual plan will be enforced 😅, so just ignore the messages that announce voting, unless you decide to turn it back on! 😉

    And @SheriGR gave you a link to Carl's Sims 4 Guide ... He has a lot of great information about many aspects of the game! 😃
