Evergreen Harbor is missing the Eco Status overlay

I had planned to start a new Save in Evergreen Harbor today. When I checked the world map, the optional view for the eco status overlay was missing. Each neighborhood pulses with a slight tinted glow...

does it show up in other worlds ?

    It wasn't supposed to be turned off... and yet it was. 

    Thank you, this was a case of User Error. Sigh.
