On PC: None of these are currently working. Only money cheats seem to be turned on. I cannot improve skills, change relationships or even use build mode cheats. Any information on if or when that will change?

Absolutely. Kaching and Motherlode are the only cheats that do anything to change the game state.

they are working fine for me. Are you using any mods/cc in your game ? Could you post how you type the cheats ?
I don't know how to use mods or what a cc is. I am not on STEAM. Any skill cheat is broken. For example: stats.set_skill_level Major_Charisma 10
