Steps: How can we find the bug ourselves? Type in CTRL SHIFT C then cas.fulleditmode (Before the afternoon on Aug 8th, I was able to enable the cheat without turning on Testing Cheats, but you could try that before the CAS cheat. I did try that order of cheats, as well.) If that doesn't work, try enabled Testing Cheats, then disabling Testing Cheats, THEN try the CAS cheat. You might need to try with a partial patch first, like I did, before you enter the cheats. Though it persists after a fresh install with a clean folder (more info below).
What happens when the bug occurs? Nothing
What do you expect to see? A confirmation that the cheat is on, then full editing in CAS of existing sims

Please describe the patch or change you made. Well, the August 8th patch started downloading, so I canceled it, and went offline to play. Then things broke after a while, not right away, so after trying removing mods, I went to repair the game - which gave me the full patch. I then went back to see the problem persists no matter what I try. (Read more below. I didn't leave my game broken, I reinstalled fresh.)
So, first of all, I tried to load my game, but it was "preparing" so I checked the EA app and it was forcing an update on me, so I canceled the update and went online to play. After some time, this cheat suddenly stopped working. It was right after I enabled then disabled Testing Cheats. However, I also re-enabled Testing Cheats successfully. CAS full edit mode wouldn't turn on. So I removed all mods, cleared cache, and went back to older saves. I also tried starting a new game (mods were out since I removed them.) I then repaired the game, which forced the full patch on my game. With mods not back in, I checked a new save and the cheat still wouldn't work. So, still leaving mods out, I uninstalled Sims 4 and reinstalled. I started a new game and the cheat didn't work. I then remembered to make a clean user folder by deleting mine and starting the game. (This last step was even more annoying than reinstalling, LOL, because I need my settings.) So anyway, I then again started a new game, the cheat won't work!!
To simplify: Since after the Aug. 8th patch was released, suddenly my cas.fulleditmode cheat stopped working. (Even though, weirdly enough, it wasn't right away - though it persists in a new save in a fresh install with a clean folder (including no mods)!!! WHAT?! The weirdest.) Even though there's a weird circumstance, I'm pretty sure this is an EA bug, so I'm only reporting the bug, not asking for help.
I don't know if it's simply broken for all, but it seems like after all these efforts to ensure a fresh install. Sorry this post simply must be almost impossible to follow, because of my complications.
