Festivals Bug

I am having a bug in my game where I get notifications for festivals happening, but when I click to attend, the lot is empty/normal as if you are attending on a non-festival day. It seems like it is maybe only happening to Life & Death festivals: Full Moon Revelry and Thinned Festival. I have navigated all around the area to make sure I was not missing it. I was able to attend the Football Team Sports Day without issue.

I am playing on PC. I do have mod folders, but have mods disabled currently. I have not made any changes to the lots where the festivals occur. This is a brand-new save, less than 4 hours old.

    the LD festivals usually take place a bit away from the actual lot in the world. The moon Revelry should be on the river, the thinned festival around Alice's tree.

    Is that where you checked ?
