For Rent bugs and issues

So I recently bought the for rent expansion, and I'm having some issues.

Firstly, whenever I try to fix anything at the unit, it says nothing was done and the rating went down, even though I fixed things right away. 

Secondly, I can't seem to add more units to the plot. 

Is there any way to fix these issues?
