I also had this issue. So I tried the go back in via live mode build instead of map build. Sure enough, all the roof pieces I was trying to drop in map build mode were now visible. Only thing is, I cant shape them to the house. If I try, I get the same "Not expanded to Ops" : (
UPDATE: So after reading some similar issues on other forums with the bug in 2020 on 702 ZenView, the recommended remedy was to delete stairs.
I unmasked all my rental properties and did the same, deleting all the stairs in the rental properties. Sure enough, I can now drop and alter roofs without getting the "Not expanded to Ops" error.
If you're getting this error, try deleting stairs on all your properties one by one, and see if it fixes the issue.
I didn't try in Map build mode. You may have to do it in live build mode for it to work.
I'm on a residential rental on Ro Kaya Rockside, I managed to get my roof on properly after switching from live to manage worlds a couple times but I can't put flooring or ceiling in my basement. Says "not expanded to ops" and even logging out, or switching to manage worlds, or travelling doesn't fix it. I tried removing the staircases in MY unit but it didn't work. The other unit is occupied so I can't remove those without switching units. Guess I'll try that next given I have no other options ☹️
EDIT: yepp. Go to manage worlds, build in my unit, remove stairs, back to manage worlds, go to other unit, remove stairs, back to manage worlds and back to my unit, do my building, put back my stairs, go back to other unit, put back their stairs, back to my unit for live mode. What in the actual heck. 😞
