I'm having this same problem. The shared spaces are all so empty. I'm scared it might be a design choice but I'm hoping they fix it.
Make sure that you have amenities in your shared space that your tenants will want to use. For instance, training equipment with a bathroom, pool, grill and seating. Your landlord will likely also want to use these.
I have a full kitchen, 3 bathrooms, a pool and every skill object. I also have 40 tenants.
When using cheats there are always a chance that it will have adverse effects.
