siirysiir The link you included is for the open bug report from AHQ that was archived when the switch was made to this forum. As rosemow said, it is still open but locked for new replies. I did not find a new bug report for the issue when I searched. So, please go to the bug report section and make a new post there. There is already a bug report for instant evolve not working but it doesn't mention the not counting towards the aspiration milestone.
