Freely Rotate not working: PC

So, since I'm finally on this forum, thought I would ask this as this has been a long time issue of mine.  I am unsure if anyone else has had this issue, or if there is a solution to this. Any sugges...

    If you are not in Sims 3 camera mode, change to that and see if the issue remains.

As stated before, that method is not working for me, sadly.

    Oh my goodness thank you so much. Whenever I looked this up, it never mentions the camera need to be changed. Thank you again and have a lovely resy of your day.
