@crinrict I've been having this same exact problem, and have been finding lots of separate posts about people having problems specifically with lots in Vista Hermosa!! Even with no mods, every lot in that neighborhood gets stuck on an infinite loading screen, and I can't build from the world view either. Would you maybe be able to take a look at my save file sometime? Maybe it could help everyone else dealing with this weirdly niche issue! And would be super appreciated.
Do you have any lastExceptions you could post as asked above ?

@crinrictSadly I haven't been able to trigger any or I would have uploaded. No matter what I do I can't get a last exception, and I am unable to load ANY lot in that neighborhood without an infinite loading screen, and if I play a family in the neighboring area, they are unable to travel to those lots. Sorry I can't be more helpful. ): I understand if it's better to wait a while until after the pack release. Let me know what you think I should do! And thank you very much for your help.

@crinrict Also yes! One lot that won't load has no families, two are community lots, one is a rental, and the other is a residential with a family.
I have tried moving all of the sims out, making them take their furniture, moving them elsewhere, and just deleting them altogether. Even after removing furniture from all the residental/rental homes and deleting all the sims in that neighborhood, every lot still won't load. I even tried playing other families, which work fine, and they can't visit any of the lots.
I'm not sure after which update this started happening, but I didn't have this problem when I last saved this file a few months ago.
