what I usually do when I create a sim I choose a neighborhood I want to put him her in then a lot while I put together a house for him her they to live in. Then once I'm done with the house I use motherlode to increase the amount of money they already have so they can move into the house I want them to live in. But usually after I've created a sim I can briefly put them some where like an empty lot while I fix up a house for them to live in but this time I couldn't even put her on an empty lot or in an empty house
I also thought when you started out you at least had enoufgh $ to be put on an empty lot or one of the really cheap lots then it was up to you to get more money to either buy ahouse or upgrade the furnishing
Which way did you create the sim? Did you use the story mode? That has acted up before and not given enough funds to buy a lot. I haven't seen any other posts indicating any trouble with it for a long time but that's not to say it isn't happening for people, just that it hasn't been reported lately.
But in addition to what @SheriGR said, you can use a cheat to get a household onto a lot when the household doesn't have enough money to buy it. At the map screen, you can open the cheat window and use the "freerealestate on" cheat and then all the rectangles around the lots will turn green and you can place your household on any residential lot. Then you can use caching and motherlode to give them the amount of money you want them to have once you've got them placed.
