Get to work Notebook
In the game I'm a police officer and it asks to look at notes in the notebook but there is no notebook in the phone at the top. No icon at all for a notebook in the phone.

Notebook is now located to the right of the phone icon.
However, if an in-game text tells you to look into your sim's phone first to open the notebook, then that indeed is a oversight.
