Getting an outstanding sugar and flour, Cottage Living

Hi, Recently, I purchased Cottage Living and living in Henford.  I found this by accident that my spellcaster sim can use repaireo spell on the sugar and flour bags, and they turned into the outstanding qualities. So maybe...is there a way to get this outstanding sugar and flour without using spell? And is there any difference between normal and outstanding? I'm just very curious and appreciate all helps.
