then npc sim wearing same outfit start appearing nearby. main sim will auto "enthuse about graduation" with them.
attend graduation still don't work.
after the 3rd npc shown, main sim do same stuffs with all of them, then the "attend" worked.
he go inside (rabbit hole), after awhile come out throw the hat atop. that's it.
guess its condition-scripted to work at certain pace.

Yes, it's scripted to work at a certain pace and there's no way to rush it. The whole thing should happen automatically if you're in the right place.
