Having trouble with the Doctor promotion

I've looked for this all over the place and the only mentions I can find are all years old and claim to be fixed. I have a problem with promotion and another problem that it says is fixed. *sigh*

Promotion from level 8 to level 9 doesn't seem possible for my Sim. My Sim hospital is packed with children every day, 80% kids and a bunch of men with a small smattering of skinny women.

This is not going to help me achieve delivery of a baby. -_-

I really need to find a way around this problem or he'll never advance and I won't be able to get the trophy.

I'm also experiencing idiot Sims who get up mid-surgery and install themselves in the other machine. Where I can't treat them. What?? 

I'm on a PS4 and I've never used cheats and can't use mods and would like a playable workaround please.

ETA: I did get my promotion finally, it seems it's been turned into a special event so it's not really dependent on random pregnant Sims showing up to give birth. :D

    @TygerNight, I'm so happy your Sim finally got the promotion! 🙌  
    But since you are also having problems with patients getting up in the middle of delivering a baby or during surgery, I thought I'd tell you this is a known bug!  Here is the link to that particular Bur Report : https://answers.ea.com/t5/Bug-Reports/FIXED-GTW-Doctor-Patient-Leaves-Surgery-Table-Mid-Surgery/td-p/7956061

    Thank you for letting me know! The bug lists are so abysmally long (but often understandable) that I often miss the ones I'm looking for.

    @TygerNight I've been having this same problem - hospital not spawning pregnant sims - and just like you I've been trying to find a solution but the issue has always been fixed, yet still exists. I'm playing on Xbox One, I don't use cheats, I want the achievements and I don't use mods, I have my seasons set to 7 days and my sim reached level 8 in the doctor career in Fall, it's now the end of Spring and there have been no pregnant sims to complete the 'Deliver a Baby' task. I have had 4 house calls and 3 collapsed sims in that time, but no baby bumps to be seen, we even had the issue of a co-worker dying in the hospital and the reaper doin' his thing lol. So it's been about 19 sim days since his promotion to level 8, but 4 real days and nothing happening. It's extremely frustrating and there don't seem to be any fixes - that I've noticed - for console players. I'm starting to think the poor schmuck is never going to make Chief of Staff and he's not a bad doctor!

    @SimmerFrustrated You could always load up a family in another household and try for baby. You can move families into households also without loading them, there are pregnant sims on the gallery that you can now access to place in the world. The only bonus to doing the try for baby is you can do it at the time your sim would be at work so they go into labor during your work hours. You can either wait after try for baby until "throw up" appears on the toilet (unless they are vampires) or wait for the throw up on the toilet and use a pregnancy test right away to start the timer immediately.

    Thanks for the suggestion but my game has fixed itself, as of 4 hours ago, I finally got the stork delivery notice. Yay! Now it's all I'm getting lol. 

    Ok, so I just delivered another baby and Mommy - Ava Wheatley, yes I'm calling you out woman! - she just up and left the baby in the hospital! Now the kid is crying it's eyes out and I'm very confused. Has anybody had this happen before?
