Heirloom glitch :(

Only one sim per household is able to see the option to make herlooms on eligible items. The other sims in the household have no option for heirlooms for any eligible item. This is like this for all of my households. The pictures below show one sim able to see the heirloom option on the tissue box, while the other has no option, nor does it light up like it has an option. Other items that are heirloom eligible only have an option to view. This is really frustrating 😭has anyone else experienced it? I haven't found anything online like this....hoping I'm not alone 

Things I've tried

-turning off all mods and cc

-restarting the game

-heirloom setting is on

-reseting sim and object

-deleting object and replacing it

-starting a new save

-and leaving the game for a month! :,,,)

Please help I'd like to use the feature I bought the pack for! This has been on going since the day I bought life and death. I specifically got the pack for the heirloom feature and it's never worked right. I've been trying to wait it out, but there hasn't been any fix for it :(
