Depends on what you want to do. Google and download Sims4Studio. It's a good place to get started. It'll allow you do simple things like recolors, retextures, create new objects, and delve into the Tuning files if you're feeling up to it.
That program will allow you to do almost everything except Script modding, which is quite advanced. You'll need at least some programming experience there.

- @MadisonsSim Please check 'Mod the Sims' website and their general modding page for tutorials. It can't be taught in an instant. You need to get some knowledge in CC and Visual Studio.
If you play the Sims 3 - then you need to repost this in the Sims 3 section, not the Sims 4 section.
A mod may move it for you if they see it.
