I keep getting these pop-ups, but I disabled all Rental Events. My Sims keep moving out and I took time to place them all in their rentals.

Me too, toggle off and yet they still happen.
This appears to be a known issue, with a bug report at EA Answers. Tenant Events still happen when Rental Unit Events are disabled
I suggest that you add a Me Too to that thread and add a post to it if you want. You could also start a bug report here, at The Sims 4 Bug Reports, if you prefer this forum.
