How to assign Mayor and Delivery Person roles [Cottage Living]?

I have testingcheats on

I am trying 

careers.add_career career_Adult_CottageWorld_NPC_GroceryDelivery

• traits.equip_trait trait_Hidden_CottageWorld_NPC_GroceryDelivery

and

careers.add_career career_Adult_CottageWorld_NPC_Mayor

• traits.equip_trait trait_Hidden_CottageWorld_NPC_Mayor

but it's not working. I have an adult female sim I want as Mayor, and a teen boy I want as Deliverer. There is also a dog in the family.

I know the general dynamic, move them in, assign traits/career, evict and mark them as unplayed.

I have successfully done this on single person households. < is this the issue, but I feel like it isn't because it was a dual person family in the first place.
