If you use mods here: https://answers.ea.com/t5/Bug-Reports/INFORMATION-Common-Game-Fixing-Mods-Hero-Approved/td-p/9836185 is a fix from 83bienchen. Simvasion have too a bug fix for but is not linked there (On his website -> Status -> Stuck Childhood Phases fix)
