Go to the Island evenings and nights there will be plenty of strays.

I was having this issue as well so i changed my lot traits to dog hangout and cat hangout. I had 4 cats and 4 dogs constantly at my house so it was a little much haha. Bridleton Bay definitely has a good amount of strays compared to other towns.
