I cant buy books from the bookshelves

If you use mods/cc,try moving the whole mods folder to another place, delete the localthumbcache.package and then test to see if the issue remains without mods/cc there.
Repairing the game may also help. 
Try testing with different bookshelves and see if you can buy books on a different bookshelf. 
Also, test to see if the same issue is occurring with another household in your game.
