[IL] Swim faster at level 6 Fitness not happening

Not sure if this  is something that came with Island Living or is exclusive to Island Living, but very rarely do my Sims swim "faster"  after reaching level 6 in Fitness. Not game shattering, but not...

Both these Sims have level 10 Fitness.

This one is using her arms and legs to swim faster.

This one is just flailing her arms and is not swimming faster.

The main difference is that I'm playing the one who isn't swimming faster.
