I tried reinstalling, deleting the conflicting mods using the broken mod detector (is there a new version of this?), repairing the game and playing the game in offline and nothing works... I can access the main menu but when I want to resume the game, the loading screen just stays loading even though it's supposed to load already signaled by that one specific music when you enter the game.
The mod conflict detector detects conflicts between mods not between mods and the game so is of limited usefulness.
Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.
I had the same issue and after many frustrating attempts at resolving it I ended up fixing it by deleting the off-the-grid lot trait in build mode. So rather than just clicking resume game, I went through load game, selected the lot, and selected build mode, rather than live. Another solution I read online (that didn't work for me, but might for you) is moving your household out and back into the lot.
