Interactions are Broken

So I think this problem might just be with this certain save file but basically when I try and get my teenage sim to interact with someone the interaction never gets done. They just stand there and don’t do the social interaction. I’ve tried everything to fix this problem! I restarted my game, got rid of cc/mods/,repaired it, etc. But nothing has worked so far… 

Its at the point when trying to play the game is just so frustrating to me but I really want to play it…

Any help?
