Which version are you currently at ? There are updates that are mandatory and maybe you still haven't update to the last one mandatory one (not sure which one that was though)
I had no idea there were mandatory updates; I assume that means it isn't possible to defer updates indefinitely, even if we want to?
My current version is 1.120.140.1020 DX11.
I can't remember when the last one was tbh. Thought it was longer ago then 1.120. They are rare but if something crucial is changed, you do need to update.
1.122 wasn't mandatory to my knowledge so it's strange that it's still updating every time you try to play. It sounds like EA app is ignoring your setting but I'm at loss what else to suggest.

No, I was trying to avoid reinstalling. I have been updating the EA launcher, just not TS4, and the launcher just got an update the other day so I'll give it a bit to see if maybe the issue has been fixed.
Seems weird that there would be a crucial fix for something in a static version of the game. Something introduced in an update or new pack, sure, but if I'm not installing updates or those packs there shouldn't be anything to fix, or at least that's part of my reasoning in not wanting to update. General QOL improvements are another matter, but I can take or leave those.
I don't mean reinstalling the game, just EA app. You don't need to reinstall the game for that.
The marketplace was kind of a crucial invasive update but many are still playing without it so that one wasn't mandatory. IIRC, the last one has been a while ago so as said, it seems something else is going on.
