Did you try going to the library that contains the books, and making a room that contains the skill books bookcase, like i posted in the above post? If you haven't , try doing that and see if it helps. Place the room into one of the libraries and test to see if it helps.
Also start a new save game file, and test to see if the same issue occurs.
