Life and Death cannot create ghosts in CAS

My understanding is that I should have 5 occults available.  I have no mods at all and have verified the installation. Is anyone else experiencing this issue?

    Ghosts are not available like other occults. You can create a ghostsim by choosing the reason the sim died of. For that, click on the little questionmark on the left.
