Lighting effects aren't working anymore?

I'm curious if anyone else is having this issue, I just noticed while building that the lighting effects aren't working anymore, usually the light coming through the windows will cast light inside the room in the shape of the window, but this isn't working anymore. I never changed any of my settings so it should still be working. I also don't have any mods or cc turned on. I just installed the latest patch so I'm wondering if this is a new bug.
