Lost Legacies Event: Emissary Exposed problem

I had to start a new game while waiting for the 4 edition of the Event.  Once I had one of my Sims go to Magnolia Park and ask about the Emissary, they then had to call her.  The problem is they do not know her, so she is not in their contact list.  I tried adding her with " modifyrelationship Charles Barr marina Corsair 10 LTR_friendship_Main ", but nothing happened.  Before you ask, I am very familiar with how to work cheat codes.  I am on PC, All packs, expansions, kits and Legacy edition.  No mods.  I hope there is a solution as I really want the corset.
