been trying to find this exact issue but I can only find this for specific scearios
- Residential on vacation lots
- [MWS] Wedding Venues placing as Residential from Gallery | EA Forums - 11893158

This older issue turned the lot into generic but otherwise it's the same I think: https://sims4.crinrict.com/eng/2016/06/lot-changes-into-generic-lot-that-cant-be-changed it's been fixed a while ago though and you say it happens for every lot for you.
Can you try if the workaround works for you ?
